STRIKE THE SHEPHERD AND THE SHEEP WILL SCATTER 

Trouble can often be traced to a single strong individual--the stirrer, the arrogant underling, the poisoner of goodwill. If you allow such people room to operate, others will succumb to their influence. Do not wait for the troubles they cause to multiply, do not try to negotiate with them--they are irredeemable. Neutralize their influence by isolating or banishing them. Strike at the source of the trouble and the sheep will scatter.

This law advises that in a group or organization, if you want to weaken or defeat it, you should target the leader or the person in charge. By doing so, you can create chaos and confusion within the group, making it easier to gain control.

The reasoning behind this law is that a group often relies heavily on its leader for direction, guidance, and stability. If the leader is removed, the group can become disoriented and unsure of what to do next. This creates an opportunity for someone else to step in and take charge.

To apply this law, one must first identify the leader or influential figure in the group or organization. Then, through various means, such as spreading rumors, undermining their authority, or directly attacking them, they can weaken or remove the leader. Once the leader is gone, the group will likely become vulnerable and easy to manipulate.

However, it is important to note that this law can have negative consequences and can be seen as unethical. It may result in harm to innocent individuals and can lead to mistrust and instability within the group. Therefore, it is important to consider the potential consequences and use this law with caution.
